JC Legal Resources Center is proud to assist the local business in the North Teutonia Avenue area of Milwaukee, Wisconsin to bring growth and economic development.
Our mission is to facilitate BID communications, share best practices, advocate on important issues and support the work of local businesses.

Identify capabilities, resources, and limitations of existing local businesses.

Reach out to private-sector institutions and entities that will be essential to the ongoing growth and development of local communities.

Seek to build networks with mainstream business institutions (e.g. business schools, banks, corporations, chambers of commerce)

Leverage or broker valuable business-to-business connections and resources.

Connect local companies with high-quality existing resources.

Facilitate access by businesses to financing –first through banks and, the myriad of public and quasi-public financing sources already present in the cities.
Bringing Green/Clean to the North Teutonia Avenue area - Building Decarbonization.
Transforming vacant, underutilized property into a living demonstration of neighborhood revitalization, environmental justice, and economic empowerment.
Restore vibrancy to the North Teutonia corridor through small business support, improved infrastructure, beautification, and civic engagement.

This project directly furthers the mission of North Teutonia Avenue Business & Neighbor Association (NTABNA) by:

Activating a vacant building that had long contributed to blight and disinvestment.

Introducing a resilience hub that becomes a model anchor for future redevelopment on the corridor.

Reinforcing NTABNA’s vision of “neighbors and businesses working together” to build safer, greener, and more prosperous streets.

Milwaukee’s 53206 zip code is one of the most historically neglected urban areas in the country. The retrofit advances NTABNA’s efforts to correct these systemic disparities by:

Delivering clean energy solutions like solar power and energy-efficient HVAC to reduce energy burdens.

Offering temporary housing and safe community gathering space to protect residents from climate and public health shocks.

Integrating green infrastructure (rainwater harvesting, green roof, garden) that supports health, stormwater management, and urban heat island reduction.
The retrofit at 3554 N. Teutonia is not an end — it’s a starting point for a corridor-wide transformation led by NTABNA, catalyzed by JC Legal Resources Center, and designed to return value to the community that built and sustained North Teutonia Avenue for generations.
This is how climate justice, economic revitalization, and Black-led community development come together — one building at a time.
